Now the city council and the university are to set up a scholarship to honour her memory.
US student Amanda Knox and her Italian boyfriend Raffaele Sollecito were jailed for 26 and 25 years respectively in December 2009.
A third person, small-time drug dealer Rudy Guede, was jailed for 30 years for murder and sexual violence in 2008.
Miss Kercher, from Coulsdon in Surrey, had been studying at Leeds University and had gone to Perugia to study Italian.
Knox, who denies killing Miss Kercher when a sex game went out of control, is appealing against her conviction later this month.
The events surrounding the murder of Miss Kercher is being turned into a film by a US TV channel.
Knox is played by American actress Hayden Panettiere.
The Mayor of Perugia, Wladimiro Boccali, told the Ansa news agency: "'Meredith Kercher was here, our guest, to study and we want to remember her as a young student.
''Perugia wants a tangible sign to remain from her coming here. Meredith should be considered one of us and, as such, she should find a place in the city's shared memory, with a thought also for her devastated family.''
